Elder Lillie Cullar was born and raised in Covington, Louisiana. She is the sixth child of eight siblings. Rev. Cullar has been the faithful and loving wife of one husband, Rayfield Cullar for 64 years. She is the mother of six children, the grandmother of twenty-one and a great grandmother of thirty-five.

Elder Cullar received her Bachelors of Art from Daniel Hale Williams University and attended the University of Chicago Theological Seminary. She co-pastored and founded Love Outreach A.M.E. Church in 1988. In October 2005, Rev. Cullar assisted her son Elder Raymond Cullar in planting a new ministry. She now is the Overseer of New Beginning In Christ Ministries (NBICM), and several other ministers in the gospel that God has assigned her as spiritual leader over. She has served as Executive Director of NBICM’s Summer Food Program, Food, and Clothing Ministry, as well as the NBICM’s Refuge Ministry. These outreach ministries serve hundreds of souls throughout the Chicagoland communities. In 2015 she was honored as one of Cook County’s Unsung Heroine.

Overseer Cullar serves faithfully in the five-fold evangelistic ministry. She is anointed by God to preach, teach, prophesy, heal and deliver. For over 40 years, she has allowed God to use her as she ministers throughout the Chicago Region, the United States, and Internationally. Overseer reaches out in the communities with her gifts as well as in her family.

Overseer Cullar served as the District Manager for the Chicago Department of Human Services, until her retirement. She was instrumental in the delivery of emergency social services such as housing, food, and counseling for over 30 years.

Overseer Cullar is proud of all of her accomplishments but says that she is most proud of her born again (BA) experience. God has allowed her to minister to thousands and has given her numerous testimonies to His Glory. In 1998, God healed Overseer of lung cancer and she lives today to tell everyone about the miraculous saving and healing powers of Jesus Christ.
